    Department of Highway Safety and Motor Vehicles; Revising penalties for the use of a wireless communications device while operating a motor vehicle; prohibiting a person from selling or offering to sell certain service appointments without the written authorization of the department or a tax collector; authorizing tax collectors to deliver by mail or make available at the tax collector’s office certificates of title; revising the year by which the Legislature intends that the transition of certain services to certain tax collectors be completed, etc.
