    Community-based Care Lead Agency and Subcontractor Liability; Provides circumstances under which community-based care lead agency is not liable in tort for acts or omissions of its officers or employees; provides that community-based care lead agency may be held liable in tort for such acts or omissions; provides that community-based care lead agency is not liable in tort for acts or omissions of its subcontractors; provides circumstances under which subcontractor of community-based care lead agency is not liable in tort for acts or omissions of subcontractor's officers, agents, or employees; provides that subcontractor of community-based care lead agency may be held liable in tort for such acts or omissions.
