    Enforcement of School Bus Passing Infractions; Authorizes school districts to install & operate school bus infraction detection systems & to contract with private vendor or manufacturer; requires school districts to enter into interlocal agreements with law enforcement agencies to enforce violations; requires school district to provide certain public notice; provides notification requirements & procedures for vendors, manufacturers, & law enforcement agencies; requires person who receives notification of violation to pay civil penalty or request hearing within specified timeframe; provides for distribution & use of funds; specifies requirements of & prohibitions on use of video & images recorded by system; requires reports to DHSMV, Governor, & Legislature; requires SBE to establish system specifications; provides civil penalties for violations enforced by system.
